Dream asks to speak with the L'manberg cabinet: Tubbo, Tommy, Quackity, and Fundy. Ranboo also tags along as the minutesman. They meet in a neutral territory, the Holy Land, to discuss Tommy's probation. Dream thinks that Tommy hasn't learned his lesson and suggests exiling him. Tubbo refuses.

Dream once again lays out that nothing has stopped Tommy in the past, and nothing really ever will. The only way to keep Tommy in line is by separating him from L'manberg. Tubbo once again refuses.

A screenshot taken from Tommy's stream. It shows himself, Dream, Quackity, and Fundy sitting around a wooden table in a black stone brick room. Tubbo and Ranboo are also present, but they are not seen in the picture. There are shelves in the background with various plants in pots. The room is lit up by soul lanterns and black stained glass skylights. Tommy's facecam shows he's not happy, but he's trying to remain civil.

Tommy is getting frustrated that everyone around him is trying to decide what to do with him as if he isn't there. He has a plan to end this once and for all. He finds an ender chest and pulls out the dried piece of leather named Spirit. It's the remains of Dream's old horse, Spirit, that Dream lost to Tommy during the Railway Skirmishes.

Tommy flaunts the leather in front of Dream, forcing him to head outside and start tearing down the wall himself otherwise Tommy will burn Spirit. He's ecstatic that he finally has the upper hand for once.

Dream starts to mine a few pieces of obsidian, pauses, then starts placing down even more obsidian, much to the shouts of confusion from the cabinet. He insits that he doesn't have attachments anymore, especially to a horse that died ages ago, and that Tommy has no power over him. He gives Tubbo an ultimatum: either Tommy is exiled from L'manberg in three days time, or he will block L'manberg entirely in obsidian and place guards around the place to make sure no one enters or leaves.
